ON FRIDAY, THE 16TH OF JANUARY THE PLENARY WEEK OF THE THIRD SESSION WAS CONCLUDED 

The Chairman of the Verkhovna Rada of Ukraine, Volodymyr Lytvyn informed on the results of the work on plenary meetings on 15th of January.

The Chairman read the People´s Deputies appellations.

The next issue of the agenda should have been the Report of the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Facts of Violation of The Constitution of Ukraine, the Land Code of Ukraine and Ukrainian Laws by Ternopil City Council, its Non-Compliance with the Court Decisions by Allocation and Transferrance of Land Plots, and Official Malfeasences in the Management of Municipal Property Objects. The People´s Deputies agreed with the Chairman to put off the hearings in order to preparation of the propositions ("for" 237 votes).

The Chairman announced the election of Mykola Martinenko to the office of the leader of the Faction "Our Ukraine-Self-Defense". Ruslan Kniazevych, Taras Stetskiv, Borys Tarasiuk, Oleksandr Tretiakov as its Chairmen.

The Report of Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the circumstances surrounding the Violation of the Constitution of Ukraine and Ukrainian Laws by Sevastopol City State Administration and Sevastopol City Council, and other Executive Bodies in charge of Land Relations, and regarding Official Malfeasences and Misappropriation of Public Funds whilst implementing the Program of Sevastopol Social and Economic Development was delivered by the Chairman of the Temporary Inquiry Panel, Ivan Vernydubov. He declared: "Sevastopol City State Administration and Sevastopol City Council under the rule of Kunitsyn Serhiy Volodymyrovych ignore the legitimate citizens´ demands, impose corruption schemes on the way of life in the city".

The Chairman of the Commission informed on the evident facts of the violation of the current law by the city officials in the sphere of land relations and funds allocation etc. The Verkhovna Rada has adopted the Resolution on preliminary report of the Temporary Inquiry Panel (374 votes).

The Bill will be sent to the President of Ukraine, Cabinet of Ministries, the General Prosecutor, and the Security Service of Ukraine. The Resolution envisages "proposition to express a vote of nonconfidence to the Chairman of Sevastopol City Administration". The Cabinet of Ministries should elaborate in a month term amendments to the Land Code of Ukraine that render the treaties on land relations without the decision of the self-governing bodies impossible.

Parliament scrutinized the Draft Resolution "On Moratorium on the Eviction of Publishing Houses, Bookshops, Book Distributing Enterprises". The Chairman of the Committee, Volodymyr Yavorivskyi stated that adoption of resolutions allowing eviction of bookshops and publishing houses by the local self-government bodies contradicted the regulations of legislative acts concerning governmental support of book publishing. Such regulations envisage a long-term lease of premises to the publishing houses, book distributing enterprises and prolongation of the lease agreements concluded earlier.   

Verkhovna Rada adopted the Draft Resolution "On Moratorium on the Eviction of Publishing Houses, Bookshops, and Book Distributing Enterprises" in its entirety ("for" - 414 votes).

The Cabinet of Ministries should adopt the normative acts concerning minimal provision of citizens with the book selling service in every political unit, etc.

Moreover, the Cabinet of Ministries should immediately elaborate the Bill on inhibition of exclusion of publishing houses, culture institutions, book stores etc from the rented by them buildings of municipal and state property.

The Verkhovna Rada of Ukraine scrutinized the Bill on Amendments to the Code of Ukraine on Administrative Infringements regarding Enhancement of Responsibility for Violation of Rules of Stay in Ukraine. Vasyl Marmazov reported that executive and local self-government bodies should temporarily, till a relevant Law is adopted, prevent groundless termination or break of lease agreements, suspend adoption of resolutions and terminate execution of previously adopted resolutions concerning eviction of editorial offices of printed mass media, institutions of culture, publishing houses, bookshops, book distributing enterprises from the premises in public and municipal ownership they occupied on legitimate grounds. According to the Resolution, leaseholders have a priority right to prolong the lease of the premises. Moreover, the Cabinet of Ministers of Ukraine should urgently elaborate a Bill on prohibition of eviction of editorial offices of printed mass media, institutions of culture, publishing houses, and bookshops, book distributing enterprises from the premises in public and municipal ownership they lease. 

The Chairman of Sub-Committee on Legislative Support of Law Enforcement informed that the Committee recommends the Parliament to adopt the Bill as a basis.

The Bill was adopted at the first reading by 237 votes.

The Chairman of the Verkhovna Rada of Ukraine informed on the results of the Conciliation Council. The Members of the Conciliation Council adopted the decision regarding the Bill on Amendments to certain Laws of Ukraine re Pension Administration (Reg.№3556).

The Chairman put forward the facts regarding the work of the Verkhovna Rada of Ukraine as the response to the People´s Deputies expression on the violations of the regulations by the Chairman of the Verkhovna Rada of Ukraine. He announced that during the period of the third session, 428 issues were scrutinized, among them, on the 9th of December more than 300.

The Plenary Meeting was closed.

According to the resolution adopted yesterday, during the period 19-23 January the Deputies will work in Committees and Factions, 26-30 January - with electors.

The next plenary meeting of the Third Session will be held on 23 February.
